With the division of operations, Softplan now serves only the public sector, and Starian enters the market with a proposal to build specialized ecosystems.
Florianópolis, June 2025 – Softplan Group, one of Brazil’s largest SaaS technology and digital transformation companies, announces Starian. The new autonomous brand, which already launches holding approximately 54% of the group’s net revenue share, brings together under its umbrella all solutions dedicated to the Construction Industry, with the Sienge Ecosystem, as well as Legal Intelligence—led by Projuris—and productivity and efficiency solutions such as Checklist Fácil and Runrun.it. Softplan remains dedicated to the public sector with leading solutions in three strategic segments: Justice, Digital and Administrative Processes, and Infrastructure and Public Works.
The strategy to divide operations was announced in December 2024 and now, with Starian’s launch, the move is consolidated.
Marcio Santana, who takes over as CEO of Softplan, emphasizes that the company’s work is driven by delivering technology aligned with each client’s reality, with a focus on long-term impact. “We are consolidating the structure by segments and evolving the portfolio, with artificial intelligence and data at the center. In addition, the focus is on boosting performance gains and revenue growth, especially in municipalities, with an integrated solutions platform and an internationalization strategy,”. Softplan’s new operation aims to serve more than 800 public institutions by the end of 2025.
The separation of operations aims to strengthen both businesses. Ionan Fernandes, CEO of Starian, explains that the brand already launches with a large-scale operation and enormous growth potential. “With over 34 years of accumulated experience and credibility, and a business thesis oriented toward specialization, our focus is to build specialized ecosystems in each vertical where we operate, accelerated by artificial intelligence so we can continue doing what has always been our guiding principle: putting the customer at the center,” says Ionan. Starian expects to reach 20,000 clients by the end of 2025.
Separation of operations
The creation of the new operation had long been discussed within Softplan Group, due to the need to separate the Public and Private segments, given the different natures and demands of each market.
- Private-sector operations are offered as SaaS (Software as a Service), which require agile sales processes, support teams serving thousands of clients, diversified customer bases, and a scalable business model with recurring revenue.
- In the public sector, the emphasis is on robustness and predictability, with service levels strongly tied to the software. These are long-term contracts that demand a high degree of customization, long sales cycles, and strict compliance with sector-specific regulations.
Operation focused on the private sector
Starian begins its operations offering leading solutions in three sectors. The first is dedicated to the Construction Industry, with the Sienge Ecosystem as its foundation. With robust solutions that integrate the entire value chain end-to-end, it brings more than 34 years of market experience. Cristiano Gregorius takes over as Executive Director of Starian Construction Industry, leading an operation that already serves more than 9,000 clients.
In the Legal Intelligence vertical, Projuris is the platform connecting the other solutions, offering technology, automation, and data for legal management. The operation is led by Sidney Falcão, Executive Director of Starian Legal Intelligence.
The Operational Efficiency solutions—Checklist Fácil and Runrun.it—focus on boosting productivity, standardization, and intelligent process management in any type of company. Marcelo Ferreira serves as Executive Director of Starian Operational Efficiency.
Starian’s business thesis is based on the model built within Softplan’s former Construction Industry Unit, with Sienge at the center, creating complete ecosystems with complementary products and integrated management. The strategy is to replicate the model and consolidate the ecosystems being developed in other verticals. In addition, inorganic growth remains a fundamental part of expansion. To lead this front, focusing on M&A, Starian counts on Alex Anton as Chief Strategy Officer. “The verticals expand our market potential for the future, including the possibility of operating in new areas,” says Starian CEO, Ionan Fernandes.
